dc.description.abstractIn the last 15 years the Department of Land Affairs (DLA) has set out to achieve many things but, by its own admission, has been unsuccessful in meeting its objectives for land reform. Hence a few questions arise. Is land reform failing? With a new administration in place, is it possible to influence a new rural vision to transform the imbalances in the countryside with clearer and achievable alternatives for sustainable agrarian reform under the ambit of the ANC’s renewed focus on rural development and agrarian reform? Does the shift in the institutional arrangements provide an opportunity to assess the possibilities for a new direction for land reform and agriculture?en_US
