Item Food trade and investment in South Africa: Improving coherence between economic policy, nutrition and food security(Food trade and investment in South Africa: Improving coherence between economic policy, nutrition and food security, 2017-12) Thow, Anne Marie; Greenberg, Stephen; Hara, Mafa; Friel, Sharon; du Toit, Andries; Sanders, DavidSouth Africa must address a rising burden of diet-related chronic disease while also continuing to combat persistent food insecurity and undernutrition (Muzigaba et al. 2016). The prevalence of stunting among children in South Africa remains around 25% (Said-Mohamed et al. 2015). At the same time, the prevalence of obesity has risen to 39% among women and 11% among men, and diabetes in the adult population to 10% (Shisana et al. 2014). Addressing this double burden of malnutrition will require a comprehensive policy approach that supports demand for healthy food (including financial access) and its supply. In this paper, we focus on supply side interventions – and particularly, the need for policy across sectors to support availability of affordable, healthy food (Republic of South Africa Department of Health 2013; Government of South Africa 2014). However, growing trade and Foreign Direct Investment (FDI), supported by binding international commitments, present governments with a challenge as they seek to intervene in the food supply to improve diets and health. Government action to regulate the food supply to reduce consumption of unhealthy foods and increase access to healthy foods becomes subject 1) to the influence of powerful investors and other industry actors, and 2) to commitments made in international trade and investment agreements (Baker et al. 2014, Thow and McGrady 2014, Schram et al. 2015, Thow et al. 2015a, Thow et al. 2015b).Item In search of South Africa’s ‘second economy’: Chronic poverty, economic marginalisation and adverse incorporation in Mt Frere and Khayelitsha(Institute for Poverty, Land and Agrarian Studies, University of the Western Cape, 2007-11) du Toit, Andries; Neves, DavidSince 2003, South African policy discourse about persistent poverty has been dominated by the notion that poor people stay poor because they are trapped in a ‘second economy’, disconnected from the mainstream ‘First- World economy’. This paper considers the adequacy of this notion in the light of research conducted in 2002 and 2005/06 in Mount Frere in the rural Eastern Cape, and in Cape Town’s African suburbs. It argues that a process of simultaneous monetisation, de-agrarianisation and de-industrialisation has created a heavy reliance on a formal sector in which employment is becoming increasingly elusive and fragile. Fieldwork suggested high levels of economic integration, corporate penetration and monetisation, even in the remote rural Eastern Cape. Rather than being structurally disconnected from the ‘formal economy’, formal and informal, ‘mainstream’ and marginal activities are often thoroughly interdependent, supplementing or subsidising one another in complex ways. The dynamics involved diverge significantly from those imagined both in ‘second economy’ discourse and in small, medium and micro enterprise (SMME) policy. Instead of imagining a separate economic realm, ‘structurally disconnected’ from the ‘first economy,’ it is more helpful to grasp that the South African economy is both unitary and heterogeneous, and that people’s prospects are determined by the specific ways in which their activities are caught up in the complex networks and circuits of social and economic power. Rather than ‘bringing people into’ the mainstream economy, policy-makers would do better to strengthen existing measures to reduce vulnerability, to consider ways of counteracting disadvantageous power relations within which people are caught, and to support the livelihood strategies that are found at the margins of the formal economy.Item Informal social protection in post-apartheid migrant networks: Vulnerability, social networks and reciprocal exchange in the Eastern and Western Cape, South Africa(Institute for Poverty, Land and Agrarian Studies, University of the Western Cape, 2009-01) du Toit, Andries; Neves, DavidThis paper considers the dynamics of informal social protection in the context of chronic poverty and vulnerability in post-apartheid migrant networks. It argues that in poor and marginalised households in South Africa, the indirect impacts of social grants cannot be adequately understood by focusing simply on either individual or household decision making. Instead, the paper concentrates on the central role of the elaborate and spatially extended network of reciprocal exchange within the informal social protection systems.Item Making sense of 'evidence': Notes on the discursive politics of research and pro-poor policy making(Institute for Poverty, Land and Agrarian Studies, University of the Western Cape, 2012-09) du Toit, AndriesThis paper explores some of the assumptions underlying ‘evidence based’ approaches to poverty reduction impact assessment. It argues that the discourse of Evidence-Based Policy (EBP) offers poor guidance to those who seek to ensure that social policy making is informed by the findings of social science. EBP discourse relies on a technocratic, linear understanding of the policy making process and on a naïve empiricist understanding of the role of evidence. This renders it unable to engage with the role of the underlying discursive frameworks and paradigms that render evidence meaningful and invest it with consequence: EBP discourse does not help us understand either how policy changes, or what is at stake in dialogue across the ‘research-policy divide’. Rather than simply focusing on evidence, approaches to policy change need to focus on how evidence is used in the politically loaded and ideologically compelling ‘policy narratives’ that contest rival policy frameworks. The paper considers an example from the South African context – the shift to the ‘two economies’ framework and the policy interventions associated with ASGISA – and explores the implications for approaches to research more attuned to the realities of the policymaking process. It concludes with a discussion of the implications for social researchers and policy makers.Item Nasruddin's key: poverty measurement and the government of marginal populations(Institute for Poverty, Land and Agrarian Studies, University of the Western Cape., 2011) du Toit, AndriesThis paper considers the role of ‘measurement’ and other forms of poverty knowledge in a context where the nature and direction of global economic growth is creating ‘surplus populations’ suffering various forms of marginalisation in the global economy. It links the development of different forms of poverty knowledge with the ways in which states and non-state agents seek to ‘govern’ poverty and poor populations, and with the ‘biopolitics’ whereby calculations are made about the differential allocation of resources towards different sectors of the global population. The paper argues that addressing the root causes of poverty requires social actors to go beyond the narrow limits of institutionally sanctioned and bureaucratically invested ‘poverty knowledge’ that currently dominate policy thinking. Rather than seeking to understand poverty by measuring the characteristics of members of populations, they should try to understand poverty as an aspect of social relations, and try to come to grips with differential insertion of populations in the fields of force of modern globalised capitalism. Analysis should abandon simple notions of ‘marginalisation, and come to grips with the agency of poor people and the complex relationships between informality, marginality, exclusion and incorporation. It is based on key informant interviews with people in the food industry in South Africa and Africa regional economic bodies. Imports and exports of fish in South Africa are driven by import substitution, shortfalls in local production, and meeting growing local and regional demand. Most South African fish and food processors prefer to export, rather than establish plants in other African countries, mainly due to factors of economic efficiency and the challenges of doing business in these countries. Currently, however, increasing volumes of fish are being imported into South Africa to meet demand from the African migrant community. While self-sufficiency and food sovereignty are acknowledged priorities for the Southern Africa Development Community (SADC), imports to meet local shortfalls and specific demand ought to be acceptable options for ensuring fish food availability and affordability. The reduction or removal of tariffs, through regional free trade agreements, promotes increased intra-regional trade. Overall, imports and exports provide for demand-led exchange of fish between SADC states, which promotes increased availability and affordability of fish; thereby contributing towards food and nutrition security. However, despite regional free trade agreements that have stipulated the removal of both technical and non-technical barriers, most small-scale traders still experience problems in conducting cross-border trade. The majority of people in both South Africa and the SADC still rely heavily on the informal sector for conduct business and buying food provisions. This includes cross-border fish trade, which is dominated by small scale-traders, the majority of whom are women. The informal sector ensures that food reaches most people in an acceptable state, form and price. In order to promote and facilitate improved and efficient fish trade delivery systems and positive benefits for food security and livelihoods, governance of crossborder trade ought to be based on flexible regulations and improved implementation of these.Item Trading on a grant: Integrating formal and informal social protection in post-apartheid migrant networks(Institute for Poverty, Land and Agrarian Studies, University of the Western Cape, 2009-01) du Toit, Andries; Neves, DavidThis paper describes the findings of in-depth qualitative case studies based research on how poor and marginalised people in post-apartheid migrant networks seek to ameliorate poverty and manage their vulnerability. It argues that the ways in which people make decisions regarding formal social grants and cash transfers, their utilisation and their indirect impacts need to be understood in the context of the pre-existing and underlying systems and practices of informal social protection (Bracking and Sachikonye 2006). These informal strategies are shaped by two key phenomena (du Toit and Neves 2008): first, they depend crucially on the complex, spatially extended, de- centred social networks created by domestic fluidity and porosity in an environment of continued migrancy. Second, these networks are partly constituted by - and provide the underpinnings for - deeply sedimented and culturally specific practices of reciprocal exchange. This paper shows how social grants are used in this context. A detailed consideration of the case study material illustrates how cash transfers allow poor and vulnerable people to make 'investments' in human, physical and productive capital. The paper argues that a crucial aspect of the impact of cash transfers lies in the way they allow the leveraging of resources within networks of reciprocal exchange. Cash transfers, instead of 'crowding out' private remittances, can be seen to enable households and individuals to negotiate about the distribution of scarce resources within spatially distributed networks. Social grants thus have an impact far beyond the particular groups targeted in official plans. Crucially, given the existence of unequal power relations and practices of exclusion and exploitation within the informal social protection arrangements, social grants often provide key resources for those who would otherwise be marginalised. At the same time, they have only limited utility in addressing the core dynamics that drive chronic poverty. Reducing structural poverty in South Africa requires measures that address the underlying problems of structural unemployment.Item The trouble with poverty: reflections on South Africa's post-apartheid anti-poverty consensus(PLAAS, University of the Western Cape, 2012) du Toit, AndriesThis paper considers the state of poverty discourse in South Africa since 1994: the ideological frameworks, narratives and assumptions that have shaped the construction of poverty as an object of academic knowledge, policy management and political concern. One of the distinctive characteristics of Post-apartheid South African politics is the existence of a broad consensus both on the importance of the need to reduce poverty and the means by which to do it. This consensus has a paradoxical and ambiguous character. On the one hand, ‘poverty talk’ plays a central role in posing and framing fundamental questions of social justice in South Africa: indeed, it is one of the main ways in which the issue of the moral and political legitimacy of the post-Apartheid social order is framed and debated.This has facilitated significant and broad social legitimacy for ‘pro--poor’ policies and the distribution of resources. But at the same time, the discursive frameworks that have underpinned this consensus also contain important limitations. Poverty is understood in ways that disconnect it from an understanding of inequality and social process, and which deny consequence or relevance to the causal relationship between the persistence of poverty and the formation and nature of South African capitalism. In this way ‘poverty talk' trivialises poverty as a social issue and neutralises its political charge.
