Item Transformative sensemaking: Development in Whose Image? Keyan Tomaselli and the semiotics of visual representation(Overseas Publishers Association, 2000) Williams, John J.The defining and distinguishing feature of homo sapiens is its ability to make sense of the world, i.e. to use its intellect to understand and change both itself and the world of which it is an integral part. It is against this backdrop that this essay reviews Tomaselli's 1996 text, Appropriating Images: The Semiotics of Visual Representation/ by summarizing his key perspectives, clarifying his major operational concepts and citing particular portions from his work in support of specific perspectives on sense-making. Subsequently, this essay employs his techniques of sense-making to interrogate the notion of "development". This exercise examines and confirms two interrelated hypotheses: first, a semiotic analysis of the privileged notion of "development" demonstrates its metaphysical/ ideological, and thus limiting, nature especially vis-a-vis the marginalized, excluded, and the collective other, the so-called Developing Countries. Second, the interrogative nature of semiotics allows for an alternative reading and application of human potential or skills in the quest of a more humane social and global order, highlighting thereby the transformative implications of a reflexive epistemology.Item South Africa: Urban transformation(Elsevier, 2000) Williams, John J.This paper discusses transformation as a multi-dimensional concept to effect social change in South African society in the post-apartheid era. The policy implications of such a variegated understanding of social change are examined with special reference to planning principles such as holism, capacity building, self-reliance, community integration, participatory democracy and so forth. It is argued that transformation is a multi-dimensional process, and whilst on the basis of provisional evidence there appears to be nascent forms of socio-spatial change, structurally, such apparent change is shot through by a number of contradictions, tensions and potential conflicts.Item Citizenship, community participation and social change: The case of area coordinating teams in Cape Town, South Africa(Wiley, 2004) Williams, John J.Social change does not roll in under the wheels of inevitability On the contrary; we have to organize for it, mobilize for it, struggle for it and indeed, plan for it. This is especially so in a country such as South Africa, where centuries of colonial-cum-apartheid thought and practices have led planning bureaucracies to create and perpetuate socioeconomic patterns of uneven development and neglect. Amidst the geographies of largely "white" affluence, fear and collective "othering", those others, i.e. predominantly "black", unemployed, homeless, destitute, angry and alienated, are increasingly demanding their basic rights, rights that are enshrined in the post-apartheid Constitution (RSA 1995). One of the many structures that have been created in order to make available constitutionally guaranteed opportunities for participation in governance has been Areas Coordinating Teams (ACTs), established in the late 1990s as a vehicle through which government agencies could engage local communities in development planning. The ACTs were established in order to encourage consensus among politicians, bureaucrats and communities with regard to specific planning issues such as housing, health care and overall infrastructure at grassroots level. This article addresses the question of whether the ACTs, as spaces for participation in development planning available to the local communities of Cape Town, do indeed contribute towards grassroots- oriented, bottom-up programmers in post-apartheid South Africa. It draws on two complementary studies. The first consists of informal interviews with councilors and officials. In these interviews, the politicians and the bureaucrats expressed their views and understanding of ACTs. The second study was based on a structured questionnaire directed at community-based organizations (CBOs) attending the ACTs initiated/coordinated meetings. My focus here is on the relationships between the official, "invited" spaces of the ACTs and other spaces within the community and on the relationships that officials and elected representatives have with these spaces, in order to assess their potential for democratizing the development planning process.Item Survey methodology in violence-prone Khayelitsha, Cape Town, Couth Africa(Blackwell Publishing Ltd, 2009) Nleya, Ndodana; Thompson, LisaThis article discusses the methodological challenges of a service delivery survey in Khayelitsha, atownship in Cape Town, South Africa. The survey aimed to gain a better understanding of the relationshipbetween citizen participation and the environmental challenges facing residents in this urban area.Khayelitsha is a township prone to violence. Encountering violence during fieldwork can alter the wayresearchers execute research, yet this often remains unacknowledged in ‘objective social science’, especiallyin probability sampling. The article examines the effects of the risk felt by researchers on the researchmethod employed in quantitative surveys. It shows that deliberating on this aspect of the research process isboth necessary and useful, especially in terms of recognising the need to factor fear or uncertainty into theways in which research processes unfold.Item The Everyday at Grassroots level: poverty, protest and social change in post-apartheid South Africa(CLACSO, 2009) Williams, John J.This paper posits that social change derives from how the everyday is encountered, analyzed and experienced at the grassroots level. Drawing extensively from the seminal work of Henri Lefebvre, the paper argues that for ordinary people in post-apartheid South Africa, the everyday is often an instantiation of multiple contradictions, tensions, conflicts and struggles as the promises of a “better life for all”, the mantra of the Mbeki government, would appear to remain largely rhetorical as evidenced by the increasing levels of homelessness and unemployment since the creation of the democratic State in 1994. The failure to substantively improve the everyday reality experienced by the poor, homeless and unemployed, has given rise throughout the country, especially from 2004 to 2009, to massive protests by communities against local authorities (municipalities). The paper concludes by considering the question whether or not this type of community discontent could serve to transform the everyday into a more equitable and democratic dispensation at the grassroots level.Item Does membership in mutual health insurance guarantee quality health care? Some evidence from Ghana(EJBSS, 2012) Alatinga, Kennedy A.Access to health care and quality of health care are inextricably linked. Not merely is access to health care important, but also its quality: hence the apparent increasing demands for health care services where they are perceived by citizens to be offering quality services. The inverse situation also seems to exist, that is, when health systems are perceived to deliver health services that are of 'poor' quality, attendances at such facilities tend to be low. In light of this, this study seeks to examine the nascent National Health Insurance Scheme in Ghana (NHIS) and how the NHIS addresses the issue of quality health care delivery for its patients. Using mixed methods research; focus group discussions and household surveys, the study compares two groups (insured and non-insured) with respect to the quality of health each group receives in attempt to providing reliable information to policy and decision-makers about the areas that need attention for improvement in quality of healthcare in the Kassena-Nankana District in Northern Ghana. While the household survey results do not establish any difference in the quality of health received by either the insured or uninsured, findings from the FGDs strongly suggest that the uninsured received better quality care than the insured. These findings provide a fertile ground for policy action. It is thus, recommended amongst other things, that health authorities investigate further alleged illegal extortions of monies by some nurses from uninsured patients.Item Gerwel taught us that theory without application is useless(IOL, 2012) Williams, John J.This tribute to Prof Gerwel has been triggered by a picture on p 2 of the Cape Times, 29 Nov 2012, of a group of students, he addressed in 1977 [not 1973] as I was reading for my Honours degree in Geography. As students we admired him deeply for his seemingly effortless ability to apply profound theoretical insights to the existential reality of apartheid and its nefarious effects on society as a whole. He usually addressed us during lunch-hour, in the Science Block. Every student leader of the different student organizations on campus was usually there, even the deeply- spiritual students, like myself [I headed the Anglican Student Society of Southern Africa [ANSOC/ASF] in the Western Cape, at UWC, US and UCT.Item Between supply and demand: the limits to participatory development in South Africa(SAGE, 2013) Tapscott, Chris; Thompson, LisaMuch of the focus in the literature on participatory development has been on the demand side and on the extent to which citizens succeed in pressuring the state to deliver basic services. Less attention has been focused on the supply side of participatory development, namely on how state institutions give effect to development policies. Post-Apartheid South Africa is replete with policies and legislation supporting participatory processes and yet in practice this has seldom lived up to the ideals espoused. This article examines the delivery of public housing in poor communities in three municipalities in South Africa and argues that there is a mismatch between how the formulators of policy understand participation and how it is interpreted by beneficiary communities and local officials. It concludes that considerably more attention needs to be focused on why officials fail to translate national policies into action if participatory democracy is to attain any legitimacy in the population at large.Item Evaluating social housing intervention strategies in a South African municipality(African Consortium of Public Administration, 2013) Makiva, Msuthukazi; Ile, IsiomaAccording to the Department of Human Settlement Annual Report (2010:5) accelerating the delivery of housing opportunities by 2014 by providing proper basic services and land tenure to households currently living in informal settlements, is the government’s mandate that must be realised. Following this objective, the Western Cape devised strategies to accelerate housing delivery and service improvement in the informal areas. For example, an Integrated Human Settlement Plan was developed to contextualise the City of Cape Town’s strategy for the provision of equitable and affordable shelter to all, (City of Cape Town Service Delivery Report 2005/6:177). This plan sparked the development of a City-wide Spatial Development Plan, involving various role players and integrated planning processes. The Five Year Integrated Housing Plan, (2007/8 – 2011/12:7) recognises this as it argues that the City of Cape Town’s objective is accelerating housing provision and ensuring that land utilisation is well planned, managed and monitored. To achieve all this on a broader scale, the City has adopted the national Breaking New Ground plan (BNG) for the development of sustainable human settlements and has also aligned itself with the Provincial Government’s Western Cape Sustainable Human Settlement Strategy called ‘Isidima’, (Five Year Integrated Housing Plan, 2007/8 – 2011/12: 7). According to the Five Year Integrated Housing Plan (2007/8 – 2011/12:7), these two instruments are a shift from traditional approaches to the holistic provision of housing, with the aim of developing and improving integrated human settlements. Despite these joint initiatives, it appears that Cape Town is still experiencing a huge housing backlog. This could be blamed on the failure to plan for migration into the Western Cape. This article, examines the extent to which the housing intervention strategies are effective in dealing with the housing dilemma in Cape Town.Item Development policy planning in Ghana: The case of health care provision(European Scientific Institute, 2014) Alatinga, Kennedy A.; Williams, John J.This paper examines the historical development of health policy in Ghana within the framework of financial, geographical accessibility and the availability of health care. Historically, health policy has been urban biased, and largely focused on financial accessibility. Even Nkrumah's free health care policy could not adequately address the problem of inadequate health professionals and facilities in the rural areas.The study also established that poverty is also largely a rural phenomenon.The poor benefit less from the National Health Insurance Scheme (NHIS). This situation makes the NHIS lack social equity, the very reason for its being. We recommend that government should expand health facilities in the rural areas, and introduce attractive incentive packages to attract and retain health professionals in such areas. There is an urgent need for rigorous criteria to be developed by the NHIS to identify the very poor for health insurance premium exemptions.Item Land for housing: A political resource – reflections from Zimbabwe’s urban areas(Routledge, 2015) Muchadenyika, DavisonWhen the Zimbabwean government launched the Fast Track Land Reform Programme (FTLRP) in 1999, an international outcry followed, with Zimbabwe described as an international pariah state. Zimbabwe entered a prolonged socio-economic and political crisis. While conventional opposition attacks the FTLRP for its negative impacts on agriculture, food security and economic growth, this article argues that the programme has also had widespread impacts on access to housing land. Over the years, the main political tool used by the ruling Zimbabwe African National Union (Patriotic Front) (ZANU[PF]) was land, especially in rural areas. Later, especially in urban and peri-urban areas, ZANU(PF) used peri-urban farms to bolster its waning support in the urban constituencies. Through ZANU(PF)-aligned co-operatives and land barons, the party became a major player in deciding who had access to land for housing. On the other hand, the opposition Movement for Democratic Change (MDC) tried to use its majority control of urban areas to give its supporters land for housing, albeit with limited success. MDC-controlled urban administrations were incapacitated, as most urban land was under a de facto ZANU(PF) administration. This article focuses in particular on the allocation of housing land between 2000 and 2012 in Zimbabwe’s major cities. The ZANU(PF) approach to housing bypassed urban planning regulations, with catastrophic effects on urban infrastructure planning.Item The politics of knowledge: Knowledge management in informal settlement upgrading in Cape Town(Springer, 2015) Jacobs, Floortje; Jordhus-Lier, David; Tsolekile de Wet, Pamelat In situ solutions, participatory practices and the inclusion of community knowledge have become key ingredients in urban upgrading policies across the world. Knowledge, however, is not neutral, but value-laden, representing different and conflicting interests. Including community-based knowledge, therefore, is far from straightforward. To understand the politics of urban development interventions, a deeper conceptualisation of the relationship between knowledge and power is required. This article tries to contribute to this conceptualisation through an empirical analysis of informal settlement upgrading. Specifically, it interrogates the role of community knowledge in urban development through a study of two informal settlements in Cape Town. Findings from this qualitative research contradict the notion of a unified community whose ‘community knowledge’ can be engaged with. In both settlements, knowledge politics have resulted in tensions within the settlement, creating new interest groups and knowledge alliances, showing the complex interconnectedness of knowledge, power and mobilisation.Item Towards universal health coverage: Exploring the determinants of household enrolment into National Health Insurance in the Kassena Nankana District, Ghana(Faculty of Integrated Development Studies, University for Development studies, 2015) Williams, John J.; Alatinga, Kennedy A.This study investigates the determinants of household participation in National Health Insurance Scheme (NHIS) in the Kassena-Nankana District in Ghana. In order to achieve this purpose, a cross-sectional survey was used to collect data from 417 randomly selected household heads. The results established that the NHIS is making incremental progress towards achieving universal health coverage because majority (67%) of the sampled population was enrolled in the NHIS. However, further analysis of the data highlighted both the challenge of achieving equity of participation in health insurance and the yawning financial barriers to accessing health care for poor households and those employed in the informal sector. For example, majority (77%) of uninsured households indicated that they were not enrolled in the NHIS because they could not afford the cost of insurance premiums. The research findings showed that income, socio-economic status (SES), formal employment, educational status, and gender amongst others, significantly determine household enrolment in health insurance. In order to increase the enrolment of the poor in the NHIS, and of achieving universal health coverage, the authors recommend that the government considers using payroll deductions to finance the health care needs of all formal sector employees while financing the health care of the rest of the population using tax revenues. It is also recommeded that the NHIS considers making the payment of insurance premium flexible, such as allowing housholds to pay in installments or in kind.Item Uneven development and scale politics in Southern Africa: what we learn from Neil Smith(Wiley, 2016) Bond, Patrick; Ruiters, GregSouthern Africa is probably the most unevenly developed region on earth, combining the most modern technologies and an advanced working class with the world’s extremes of inequality and social militancy. The two most extreme countries, both with settler–colonial populations and accumulation processes that created durable class/race/gender distortions and extreme environmental degradation, are South Africa and Zimbabwe—both of which Neil Smith visited in 1995. His contribution to our understanding of political economy, before and after, was exemplary. We consider in this article how Smith’s theory assisted in the understanding of crisis-ridden financial markets within the framework of capital overaccumulation and intensified spatial unevenness; the politics of scale, difference and community; and the ways that class apartheid and durable racism in the two countries together fit within contemporary geopolitical economy.Item The terrain of urbanisation process and policy frameworks: A critical analysis of the Kampala experience(Cogent OA, 2017) Bidandi, Fred; Williams, John J.Kampala is urbanising in an unplanned manner, but without a clear picture of the underlying dynamics. The city is characterised by lack of proper zoning of economic activities and construction of physical infrastructure without regard to subsequent spatial quality and environmental conservation. Consequently, there are sharp differences in residential standards where expensive housing and luxury flats co-exist with shanty towns and informal settlements, with about 60% of the city’s population living in unplanned informal settlements and often faced with challenges of unemployment. The unprecedented increase in the urban population in Kampala and the prospects for further increases in the near future have economic and social implications concerning employment, housing, education and health, among others. Understanding the nature of the dynamics of the growth or decline of cities like Kampala helps planners to support the processes that lead to harmonious urban development and to deal with the negative consequences of urban growth. This paper reflects the urbanisation dynamics explaining Kampala’s urbanisation process with the view to analysing the implications for an alternative urban policy framework. It argues that the conditions that have allowed the situation to exist have serious policy implications which require the need for an integrated policy framework that can be used to effectively prevent or halt Kampala’s unplanned urbanisation while promoting planned urbanisation. Induced by the migration and lack of information, understanding urban dynamics is crucial to the development of urban policies that can effectively ensure that further urban changes occur in a systematic and satisfactory manner. The article is based on a qualitative research methodology focusing on the Civil Servants and Allied Workers Union of Zambia. The study shows that public-sector workers in developing countries are more vulnerable to the effects of externally imposed NPM reforms, which include job cuts. However, the implementation of these reforms faces opposition especially from trade unions. In line with the assumptions of strategic choice theory, union responses to NPM reforms are strategic. Despite the high vulnerability of public workers in developing countries, their unions use strategies that can also be observed in developed countries to mitigate the negative consequences of NPM reforms on the public sector. These strategies follow a three-stage process, namely, opposing the reforms, negotiating for favorable reform measures, and shifting from centralized structures to networks.Item An exploration of the concept of community and its impact on participatory governance policy and service delivery in poor areas of Cape Town, South Africa(Taylor & Francis, 2018) Thompson, Lisa; Tapscott, Chris; De Wet, Pamela TsolekileThe inclusion of citizen participation as a means to the equitable delivery of public services has distinguished South Africa’s democratic development trajectory over the last 20 years. While equitable resource allocation remains high on the agenda of more recently democratised states, most of which have highly diverse and unequally resourced populations. Influencing the design of more inclusive participation is the notion of a universal citizenship that applies the concept of the equality of individuals to the needs, identities and sense of agency of citizens both between and within states. The liberal democratic theoretical conceptualisation of the individual centres on the notion of universal citizen, who is the recipient and embodiment of democracy through the rights bestowed through the democratic model. This conceptualisation has been criticised for its inability to deal with the imprecision of individual and collective political identities, especially as these evolve in newly democratic contexts. The construction of a single identity citizen living in communities imbued with homogenous characteristics is carried forward into the policy construction of participatory governance. This article explores and challenges the notion of the single identity citizen that belongs to one homogenous community that can be identified and drawn into formally constructed government spaces. The paper explores the construction of political and socio-economic identities and how notions of community are constructed by citizens, on the one hand, and government policies, on the other.Item Family political socialisation and its effect on youth trust in government: a South African perspective(Taylor & Francis, 2018) Esau, Michelle Vera; Rondganger, Carol Hilary; Roman, Nicolette V.Current debates on citizenship and democracy highlight the salience of cooperative relations between government and its citizens. Scholars observe that governments and its institutions function better where there is cooperation and trust. However, evidence suggests that political interest is waning and trust in government, dwindling. More especially, concerns about the effects of youth disengaging from political life are increasing. This phenomenon is more worrying in young democracies, where democratic traditions and principles are still evolving. This study examines the effect of family politicisation on youth trust in government. This quantitative study used a cross-sectional correlational research design. A two-level approach was adopted. At the first level we examined the prevalence of political discussions in the home and the trust attitudes of the family (as indicators of family politicisation) and youth towards government. At a second level we conducted a regression analysis to determine relationships between parent-adolescent communication and youth trust in government; family trust in government and youth trust in government; and finally, parent-adolescent communication and family trust on youth trust in government. The results suggest that a combination of parent-adolescent communication and family trust in government in a model, significantly positively predicts youth trust in government.Item Organising Somalian, Congolese and Rwandan migrants in a time of xenophobia in South Africa: empirical and methodological reflections(Springer, 2018) Uwimpuhwe, Denys; Ruiters, GregXenophobic practices pervade civil society and the state in South Africa. But its victims are not passive. Academic scholarship has not sufficiently recognised the multiple roles of refugees and asylum seekers migrant organisations in a context where refugees are required to "self-settle”. The dominant methodological focus of existing research has been on the migrant as the individual. This paper’s main research objectives are to question this focus and examine evidence of the collective responses to struggles faced by foreign African migrants and refugee groups in Cape Town. Eleven refugee and asylum seeker associations formed by Somalians, Congolese and Rwandan asylum seekers and refugees were investigated, based on extensive interviews with 11 leaders of refugee organisations. These organisations not only strongly defend migrant interests but also project a long-term view of integration into South African society. In addition, the paper concludes by arguing for a shift in the focus of research in order to show that migrant organisations are crucial in an individual’s collective security concerns, in advocacy with government institutions and in initiatives to build relationships with South Africans.
