dc.description.abstract | The Western Cape Department of labour was used as a case study in the research, which dealt with ethics driven transformation in a State Department. The study traced the origin, legacies and complex network of power relations embedded in the autocratic structures of the Department of Labour. The political and employment policies of the Apartheid era regime created serious organisational problems for the emergent post-l994 state. The vast network of inefficient and corrupt elements inherited by the new regime are major obstacles to the institutionalisation of people centred values. The new government introduced a policy framework based on nine principles in the constitution dealing with the public sector. This framework was enhanced by the guidelines for the civil service, which postulated the notion of Batho Pele as a counter strategy to overcome the effects of Apartheid. | |
