In 1996, the Constitution which is the supreme law of the country was adopted and provides for three spheres of government namely national, provincial and local. The Constitution emphasise that South Africa is one, sovereign, democratic state founded on the values of human dignity, the achievement of equality and the advancement of human rights and freedoms, and non-racialism and non-sexism.
