Item Backing small-scale fishers: Opportunities and challenges in transforming the fish sector(Institute for Poverty Land and Agrarian Studies (PLAAS), 2015) Isaacs, Moenieba; Hara, MafanisoGlobally, small-scale fisheries play a significant role in food security, poverty reduction and income generation (Béné et al 2007; Heck et al 2007; Béné et al 2010; FAO 2003). At the 2008 Global Conference on Small-Scale Fishing in Bangkok, Thailand, organised by the Food and Agriculture Organisation (FAO), it was indicated that small-scale fisheries contribute to more than half of the world’s marine and inland fish catch. The importance of this sector is further underlined as it employs over 95% of all men and women engaged in fisheries worldwide and that, of these, more than 90% are to be found in developing countries (FAO 2009). In Africa, it is estimated that the fishing sector provides income for over 10 million people engaged in fish production, processing and trade. And the sector contributes to the livelihoods and food security of over 200 million people on the continent1. In South Africa, however, fisheries have historically been dominated by the commercial marine sector.Item Between a rock and a hard place: the need for and challenges to implementation of Rights Based Fisheries Management in small-scale fisheries of Southern Lake Malawi(Elsevier, 2016) Hara, Mafaniso; Njaya, FridayThere has been a decline in commercially valuable fish species, especially the Chambo (Oreochromis spp.), in southern Lake Malawi. Although there might be lack of reliable and scientifically backed evidence, most experts and experienced fishers concur that productivity of most fish stocks in the area is much below par compared to their productivity about two to three decades ago. This leads to the hypotheses that the fish stocks are generally over-exploited. This trend will continue or their productivity will remain at these depressed levels unless appropriate measures are taken. This article argues that Rights Based Management (RBM) could hold the best hope for moving towards sustainable fisheries management in the southern Lake Malawi (Southeast and Southwest Arms) area while recognizing the need for a broad human rights approach for fishing communities. Even then, the implementation of the RBM approach will not be easy given the historical developmental open access management approach and general unorganized characteristics of the small-scale fisheries sector. This shift to aquaculture offsets the stagnation in the production from capture fisheries (FAO 2012). By 2030, demand for fish is expected to reach 261 million tonnes, but fish production is only expected to rise to 210 million tonnes; demand will therefore exceed supply by 50 million tonnes. Africa is likely to produce 11 million tonnes by 2030, but the demand will be as high as 18 million tonnes (FAO 2013). Developing countries are more likely to feel the fish shortfall as cheap and accessible fish protein becomes less available (HLPE 2014; Delgado et al 2003). Increased aquaculture production could be critical in bridging the gap. However, despite huge advances in aquaculture in China, Southeast Asia and other regions, Africa’s contribution to global aquaculture production was still less than 3% in 2012 (FAO 2014). Africa’s low aquaculture productivity is mirrored in South Africa where less than 5 000 tonnes of fish per year comes from aquaculture, while over 600 000 tonnes is from capture fisheries (Britz 2007; George Warman Publications 2007). Even at continental level, South Africa contributes less than 1% to Africa’s aquaculture production (FAO 2014). Most communities lack investment funding and enter the industry from a base whereby they do not have the knowledge, technical skills, managerial capacity and marketing know-how for aquaculture. Partnerships with established aquaculture companies and entrepreneurs provide the best opportunities for bringing communities into mainstream commercial aquaculture. The partnerships need to include the sharing of relevant knowledge, technical and managerial skills for aquaculture and marketing. Partnerships based on closely knit shareholdership arrangements appear to hold the best chance for successful and sustainable community participation in commercial aquaculture.Item Community response: decline of the Chambo in Lake Malawi's Southeast arm(Springer, 2011) Hara, MafanisoSmall-scale fisheries are a major source of food and employment around the world. Yet, many small-scale fishers work in conditions that are neither safe nor secure. Millions of them are poor, and often they are socially and politically marginalized. Macro-economic and institutional mechanisms are essential to address these poverty and vulnerability problems; however, interventions at the local community level are also necessary. This requires deep understanding of what poverty means to the fishers, their families and communities; how they cope with it; and the challenges they face to increase resilience and improve their lives. This book provides a global perspective, situating small-scale fisheries within the broad academic discourse on poverty, fisheries management and development. In-depth case studies from fifteen countries in Latin America, Europe, South and Southeast Asia, and sub-Saharan Africa, demonstrate the enormously complex ecological, economic, social, cultural and political contexts of this sector. Conclusions for policy-making, formulated as a joint statement by the authors, argue that fisheries development, poverty alleviation, and resource management must be integrated within a comprehensive governance approach that also looks beyond fisheries.Item Crew members in South Africa’s squid industry: Whether they have benefited from transformation and governance reforms(Institute for Poverty, Land and Agrarian Studies, University of the Western Cape, 2008-10) Hara, MafanisoAlthough crew members form bedrock of the squid industry, they have not benefited from the transformation and governance reforms because: the harvesting technique necessitates incentivisation of individual effort; they are highly mobile; and the industry is exempted from revised labour legislation. As a result, they have been unable to organise for laying claim on benefits. As they unionise to strengthen their bargaining position, the conundrum is how to maintain incentive practices on which the catching sector is based while asserting their rights. The challenge is re-structuring the sector to improve quality of employment while maintaining individual crew member productivity incentives.Item Current state of extension and advisory services in South African fisheries(Institute for Poverty, Land and Agrarian Studies, University of the Western Cape, 2012) Hara, Mafaniso; Isaacs, MoeniebaThe fishing industry can be divided into marine, recreational, aquaculture and inland sub-sectors. The marine sub-sector is the main commercial fishing sector comprised of industrial fishing and also smallscale fishing, the latter having just been gazetted in June 2012. The recreational sub-sector has the most participants with over three quarters of people participating in the sector. The last two are new sectors that are currently being created and legally formalised. The marine small-scale fisheries, inland fisheries and community aquaculture have been established on the basis of providing for food security and poverty alleviation for coastal communities and inland rural communities. Prior to the revised Marine Living Resources Act of 1998, only marine commercial fishing and recreational fishing had been legally recognised as the fishing activities. Fisheries management had thus been the conventional science based centralised type whereby government was solely responsible for management of fisheries. Because fishing rights were only given to a few entities, an exclusionary type to co-management between government and the few players was possible. As a result of this past management approach, government had not developed a formal extension capability. This changed after the end of apartheid in 1994 and the entry of increase numbers of rights holders into the industry as part of transformation of the industry. Despite the entry of increased number of people into the industry, interaction and consultation between government and industry has been formalised through scientific and management working groups. Participation in these working groups is through representation by a selected member of a rights holders association, meaning that those that do not belong to industry associations are not represented. Industry associations also make use of private (consultant based) advisory and legal services. The dire need for an extension and advisory service to the industry by government is likely to particularly important for small-scale fisheries, inland fisheries and community aquaculture given that participants in these sectors are likely to be poor and thus cannot afford the use of private services. One approach that has been tried in the past for dealing with small-scale fisheries have been attempts to establish comanagement arrangements. Although co-management committees can be used as vehicles for passing on advice and other extension services, the approach remains a biased towards management rather than as a vehicle for provision of advice and/or extension services to resource users. Empowering fishing communities? Or just an illusion?(Institute for Poverty Land and Agrarian Studies (PLAAS), 2002) Hara, Mafaniso; Nielsen, Jesper RThis paper provides an overview of co-management in Africa and the historical, political and paradigmatic reasons for the shift. The historical context is important when analysing the performance of the regime. The main reasons why co-management is being increasingly adopted in Africa are explained by analysing the objectives hereof. The paper evaluates what is meant by co-management in the African context using the variety of types of user involvement in practice and the standard continuum of possible arrangements under the co-management regime. Next, it will look at how co-management is being implemented, including whether it is achieving the objectives it is supposed to achieve. The final section will discuss and draw some lessons from the co-management experience on the continent. The paper draws on experiences from southern Africa (Malawi, Mozambique, South Africa, Zambia and Zimbabwe), East Africa (Lake Victoria grouping ñ Kenya, Tanzania and Uganda) and West Africa (Benin, Congo, Ivory Coast, Senegal, etc.) where co-management arrangements in fisheries have been or are in the process of being implemented. In most of these countries, fisheries co-management is a relatively new approach that has only been formally introduced in the last five to eight years. The comparative analysis of the cases at this early stage could give indications of what seem to be the critical issues in the planning and implementation of fisheries co-management arrangements in Africa.Item Efficacy of rights based management within an ecosystems approach to fisheries - Small pelagics in South Africa(2013) Hara, Mafaniso• South Africa issued long-term fishing rights (2006 to 2020) for most commercial species Long-term rights a form of Rights Based Management (RBM) approach • Has committed itself to introduce an Ecosystems Approach to Fisheries (EAF)Item Efficacy of rights-based management of small pelagic fish within an ecosystems approach to fisheries in South Africa(Taylor & Francis, 2013) Hara, MafanisoSouth Africa’s small pelagics fishery is moving towards a management strategy using an ecosystem approach to fisheries (EAF), with rights-based management (RBM) as the key rights allocation system. While EAF strives to balance between, among others, ecological and social-economic objectives, RBM is driving the sector towards economic efficiency. Within EAF itself, there are still underlying mismatches between the two top objectives, ‘human wellbeing’ and ‘ecological wellbeing’, in effect requiring a better balance between these objectives than there is currently. For example, fishers do not believe they should be competing with marine mammals and birds for allocation of the resource, yet this is one of the primary trade-offs that have to be made when setting the annual total allowable catches (TACs) under EAF. A balance between the two objectives could be achieved through acceptable trade-offs between them among all stakeholders within inclusive governance. Implementation of RBM has had both positive and negative effects on the objectives for EAF. Of concern are the negative effects of RBM on human wellbeing. For example, fishers feel that RBM has weakened their bargaining position, thereby reducing their benefits. In addition, RBM has resulted in job losses and insecurity of employment within the fisheries sector. The most affected have been the most vulnerable — the low level workers — who ought to be the key beneficiaries of RBM. Thus prioritising and protecting vulnerable groups and fishing communities need careful consideration when creating RBM, even in the context of EAF. Rights-based management has also had negative effects on ecological wellbeing through practices such as increased dumping and ‘high grading’ as part of industry’s drive for increased efficiency under RBM. Whereas scientists believe that variability is largely due to environmental conditions, fishers strongly feel that dumping, high grading and high fishing pressure are the main factors. One of the positive aspects of RBM has been improved understanding among rights-holders and fishers of the need to consider other organisms in the TAC and to protect these through establishment of marine protected areas, island perimeter closures and limiting bycatch, thereby impacting positively on ecological wellbeing.Item Establishing an economically and biologically sustainable and viable inland fisheries sector in South Africa – pitfalls of path dependence(Water Research Commission, 2022) Hara, MafanisoSmall-scale fisheries play a significant role in livelihoods and food and nutrition security for millions of people around the world. However, these benefits are under threat, especially in developing countries such as in Africa, as a result of poor governance. The historical developmentalist and welfarist approach to management of small-scale fisheries in developing countries, dating back from colonial era, has resulted in problems of open-access regimes that usually lead to over-capitalisation, geographic spread of landing sites that makes it difficult to organise fishers for management activities, inadequate management capacity and poor funding of the sector.Item Fragmented participation in management of the fishery for small pelagic fish in South Africa – inclusion of small-rights holders is a complex matter(NISC (Pty) Ltd (National Inquiry Services Centre), 2014) Hara, Mafaniso; Rogerson, J.; de Goede, J.; Raakjaer, JesperThe reasons why most small-rights holders do not participate in management of the fishery for small pelagic fish (‘small pelagics’) in South Africa, despite legislation and policy encouraging their participation, were analysed. Membership of the Small Pelagics Management Working Group (SPMWG), the main participatory governance organ, is limited to representatives of recognised stakeholder associations. Rights holders therefore have to belong to a stakeholder association, which then selects a member or members to represent them on the SPMWG. Small quotas and the difficulties of sourcing capital mean that small-rights holders are not able to invest in infrastructure. Besides, most of the small-rights holders and their companies lack experience and management skills to survive independently in this highly competitive industry, which is based on high volume and low profit margins. As a result, most of the small-rights holders have no option but to enter into complex catching and processing agreements with vessel- and factory owners belonging to the existing recognised stakeholder associations. For the small-rights holders, it does not make sense to join these associations or even to form their own if they cannot actively participate in the industry independently. Greater participation by small-rights holders should start with their genuine integration into the industry through improved ability to invest in infrastructure and through management skills development. Most likely, this will require an interventionist approach by government.Item Improving policy coherence for food security and nutrition in South Africa: a qualitative policy analysis(Springer Netherlands, 2018) Thow, Anne Marie; Greenberg, Stephen; Hara, Mafaniso; Friel, Sharon; du Toit, Andries; Sanders, DavidLike most other low and middle-income countries, South Africa must address a rising burden of diet-related chronic disease in a situation of persistent food insecurity and undernutrition. Supply-side policy interventions are a critical component of action to address the double burden of malnutrition. However, the food supply is governed by a number of different policy sectors, and policy incoherence can occur between government action to promote a healthy food supply and objectives for economic liberalization. We analysed the coherence of food supply policy content with respect to nutrition and food security in South Africa, and conducted 14 in-depth interviews with 22 public and private sector actors to identify opportunities to improve policy coherence across sectors governing the food supply. Drawing on Sabatier’s conceptualization of actors as influential in shaping policy outcomes, we identified three coalitions of actors related to food security and nutrition in South Africa: the dominant Economic Growth coalition, the Food Security coalition, and the Health coalition. Understanding the frames, beliefs and resources held by these coalitions offers insights into the policy tensions faced by the Government of South Africa with respect to the food supply. The analysis indicates that the current reconsideration of economic policy agendas favouring liberalization in SouthAfrica, including the termination of most bilateral investment treaties, may present an opportunity for increased recognition of food security and nutrition priorities in food supply policy making. Opportunities to strengthen policy coherence across the food supply for food security and nutrition include: specific changes to economic policy relating to the food supply that achieve both food security/nutrition and economic objectives; creating links between producers and consumers, through markets and fiscal incentives that make healthy / fresh foods more accessible and affordable; increasing formal avenues for engagement by Civil Society in nutrition and food security policy making; and including consideration of the nutritional quality of the food supply in policy objectives across sectors, to create a framework for policy coherence across sectors relating to the food supply.Item An institutional approach for developing South African inland freshwater fisheries for improved food security and rural livelihoods(Water Research Commission, 2014) Hara, Mafaniso; Backeberg, GerhardSouth Africa has over 4 700 storage dams, about 700 of which are owned and controlled by Government. Public dams were primarily constructed for domestic, irrigation and industrial water supply. Over time secondary uses for recreation and tourism have been established. Many of the public dams have been stocked with indigenous and alien fish species, predominantly for recreational angling. Given widespread rural unemployment, poverty and undernourishment, the development of inland fisheries on public dams and natural water bodies has much potential for improving rural livelihoods and food security. There is also potential for inclusion of communities in other value chains linked to economic activities around public dams such as recreational fishing and tourism. The public dams and natural water bodies fall under various implicit institutional arrangements depending on primary and secondary activities on a given water body. These determine the existing formal and informal power dynamics and related decision-making arrangements and controls under current use-right practices. This paper analyses the existing property rights that determine access, co-management options and governance arrangements necessary to promote sustainable development of inland fisheries in South Africa. Attention needs to be given to the various ways of explicit definition and enforcement of property and access rights if communities are to realise the potential benefits from use of public dams for fisheries and other economic activities. Achieving this will require a developmental approach based on principles of inclusive, representative, equitable, accountable and effective governance. Leadership by the line agency – Department of Agriculture, Forestry and Fisheries – will be critical for success of such an initiative.Item Institutions and Co-Management in East African Inland and Malawi Fisheries: A Critical Perspective(Elsivier, 2015) Nunan, Fiona; Hara, Mafaniso; Onyango, PaulInstitutions matter within natural resource management. While there are many examples of analyses of the nature and influence of institutions within fisheries, there are fewer examples of how institutions inform the practice and outcomes of co-management. This article reports on analysis of institutions and fisheries co-management in East African and Malawi inland fisheries informed by Critical Institutionalism. It concludes that relations between fisheries departments and local co-management structures, and between local government/traditional authorities and local co-management structures, and social, power, and gender relations within and beyond fisheries communities, particularly impact on the practice and outcomes of co-management.Item The lake Chilwa fishing household strategies in response to water level changes: migration, conflicts and co-management(2009) Njaya, Friday Jack; Hara, Mafaniso; Wilson, Douglas C.In this thesis, I examine household strategies in response to water level fluctuations of Lake Chilwa. I also analyse the frequency and patterns of migration of fishers, conflicts due to migration of fishers and comanagement. The following are the key results:First, the seasonal and periodic lake level changes affect livelihoods of the households. As a coping strategy, the households depend on fishing in pools of water located in influent rivers and hunt birds for income and food while others migrate to find work as casual labourers. When the lake rises during the rain season, inundated areas become suitable for production of maize and rice. However, when the floods recede in the dry season, farming of winter maize and vegetables is common.Second, migration of fishers is common around Lake Chilwa. The pattern of migration varies according to the season and gear type. The northern marshes and floodplain where fishers land the highest catches composed mainly of Barbus paludinosus, attract more fishers operating different fishing gear types. Conflicts emerge due to the Nkacha seine operations,which require removal of aquatic vegetation. The local fishers believe that the aquatic vegetation is a source of food for fish. The conflicts are in various forms including access to fishing grounds, authority to grant access to fishing areas and fish price competition between the local fishers and migrants.Third, the household strategies towards recovery of the fishery after recessions are inherent within the households’ traditional system.However, the introduction of co-management does not recognise key actors that include fishers and river-based fishing households that participated in the formulation of conservation strategies for remnant fish stocks in lagoon and rivers during the 1995 recession. Co-management is characterised by limited participation of the fishers especially those operating seines, district assemblies and non-governmental organisations. Similarly, there is low transparency especially with respect to how the key stakeholders, Department of Fisheries and traditional leaders, take decisions. In stark contrast, accountability among Beach Village Sub- Committees is growing; hence more fishing households now perceive these as representing the interests of Department of Fisheries.Based on the above results, a diversified occupational change involving fishing, farming and trading is necessary. The co-management arrangement should be adaptive with consideration of the traditional customs and values of the participating households. Since these households are dependent on the availability of fisheries, it is thus imperative to promote maximum resource exploitation in between recessions and encourage a complete stop to fishing during recessions.September 2009
