Abstract
In recent years there has been a shift towards the assessment of the contribution of technology
to citizens’ well-being rather than a focus on issues only related to the availability of ICT
infrastructure. However, the mere change in evaluation foci does not mean that all is fine. The
South African government considers Government Facilitated Access (GFA1) to computers and
the internet as a critical tool for transforming the way it conducts its business with its citizenry.
In so doing it seeks the improvement of socio-economic well-being of marginalised
communities through improved service delivery.
