One major problem involved with implementing HIV policy within the Western Cape, South Africa is that there is a lack of proper direction or guidelines on how to put it into practice. Within the context of HIV, the term ‘policy implementation’ refers to the legal framework in which various organisations and stakeholders work together, applying procedures and techniques, to put policies into effect to attain goals. Policy models have been developed to accelerate policy implementation, while quality assurance is utilised to determine whether the policies are successfully implemented or not.
